Many worldwide government leaders are not qualified to manage the handling of a pandemic like Covid-19, and many have made major mistakes for over a year now. We are not here to blame, and we understand that day-to-day government operations do not normally include management of an airborne infectious disease pandemic. So, we ask that, for the benefit of all people everywhere, governments follow these simple but effective guidelines in managing and then eradicating the Covid-19 pandemic. 1) Most importantly, random testing should be done by region, as all other testing is skewed and biased. The only way to know the real rate of increase or decrease of positivity, or past infection, or of a specific mutation or variant in a population is through 100% random testing of the population group. Even a small sample size, if done properly, will give truer results than simply collecting data from those who get tested.

2) Covid only hospitals should be built (in the UK they call them Nightingale hospitals) and all covid patients should be moved there and treated there. This involves building living and sleeping areas on-site for the doctors and nurses who work at the covid hospitals. This will provide a great economy of money and resources, as well as protect existing regular hospitals (which will have a reduced operation and staff as some of their staff will have to move to the covid hospitals). Alternatively, some existing hospital facilities can be turned over 100% to treating covid patiens. Thus no mixing of covid patients and other hospitalized patients occurs and a major vector of transmission is eliminated.

3) High-quality FFP2 or N95 melt-blown layered masks should be manufactured in all major countries and governments should mandate their use (and subsidize their cost to people or provide them free of charge) in all public transportation, shops, supermarkets, markets, and indoor public facilities. No exceptions. Strict anti-profiteering laws on masks, other essential PPE and vaccines should be enacted and enforced! Strict rules prohibiting eating and drinking in public indoor areas should be enforced. Maks should only be removed for very brief periods for blowing the nose. Sneezing and coughing must be done while masked. These masks MUST cover both the nose and the mouth! People typically breathe through their noses, so it is critical to mask the nose as well as the mouth. All people should be encouraged to speak to those violating these rules, ask them to mask-up properly, and take pictures of violators to publically shame on a website dedicated to that, and if violations continue, report to the police for punishment. These masking instructions should be broadcast regularly, many times each hour, by all media - radio and TV.

4) More work must be done from home wherever it is possible. Governments should mandate this and issue heavy fines for violations. Certain types of work MUST be required to be done from home. In hard hit areas like Europe, North America and Central and South America, school should be required to be on-line only until the pandemic is under control with effective and large-scale vaccination. It is much more important that businesses remain open and that schools be closed - for the sake of the economy. On-line schooling should not try to replicate a classroom approach, but rather should be done intelligently. The entire class never needs to be on-line at the same time, rather students of all ages can be given a schedule, texts and course materials - in the mail when needed or on-line - and students' progress can be monitered by teachers who will have the chance to have quality one-to-one time (on the telephone or on-line) with each student a few times per week, or perhaps every day for smaller class sizes. This might even prove to be a better way - a more effective way - of teaching, allowing students to progress at their own pace, and allowing teachers to spend much more time with the students who need the most help. Teachers can videotape  or audiotape (or put a presentation on a website) their lessons which student can see or listen to when they can. School aged people are a major source and vector of transmission of covid. They do not practice social distancing or mask wearing very well, and they cause overcrowding on public transportation systems. Moving education on-line is one of thes easiest ways of reducing transmission of the virus. These are not normal times, and parents must be forced to deal with children staying home, and students should not be sheltered from the reality of covid. Young people are resiliant, and on-line learning can include chat by class and by school which will allow students to connect to one another around classroom topics. Discourage Facebook and encourage student to help one another understand what they should be learning.

5) HEPA air filters should be installed on all public transportation, in all classrooms, offices, etc, and mandatory ventilation should be required - even when people are cold. Trains and buses should have some of their windows locked open (partailly or completely depending on the climate and the ventilation needs, with rain guards installed where necessary) to always provide fresh air in crowded indoor places. People need to be told to keep their coats, hats and scarfs on while in public transportation and get used to it until we have largely eliminated the virus, or rendered it less harmful. Furthermore, when demand for public transportation is reduced because of confinements or movement restrictions, public transportation agencies must not be allowed to reduce their services as they normally would do. These are not normal times, and puiblic transmission is a major source of virus transmission and the density of people in public transportation must be reduced, and ventilation and filtration increased. Public transportation agencies everywhere should add trains and cars to their services and do everything to reduce population densities in public transportation. All un-necessary use of public transportation should be prohibited. It should only be used for business, health care needs and essential shopping.

6) International travel must be stopped until the virus is truly under control. No-one needs to travel internationally really - and this includes government officials. Only goods and the people needed to move them should be allowed to cross borders and fronteers. Furthermore, people everywhere should be asked (perhaps even required in hard hit areas) to stay in their local area and not travel regionally or from state to state, province to province, etc. for the time being. All travel increases transmission of covid. It is a vector that must be eliminated.
